CORE‑UA (Comprehensive Support for the Adaptation and Resilience of Displaced Persons from Ukraine) is a multi‑year project implemented by the International Centre for Migration Policy Development (ICMPD) for the period 2024–2027, with financial support from the German AMIF programme and the Federal Office for Migration and Refugees (BAMF).

The project aims to support displaced Ukrainians across Europe, strengthen the role of the Ukrainian diaspora, and enhance cooperation between Ukrainian institutions and authorities in host countries. Its overall objective is to ensure safe, informed, and dignified mobility in both current and future contexts.

CORE‑UA is implemented in close cooperation with Ukrainian ministries, local authorities, and partner institutions in countries hosting displaced Ukrainians.

What we do

Within the framework of CORE‑UA, the project operates across several interlinked areas.

We manage a network of Ukrainian Consultation Centres (UCCs) in Germany, which provide displaced Ukrainians with individual counselling on border crossing, legal status, residence, integration, education, and employment. The centres ensure access to up‑to‑date information on rights, procedures, and available options for integration or return.

At the same time, CORE‑UA supports the development of migration governance in Ukraine by providing Ukrainian public institutions with expertise, technical assistance, and capacity‑building support, aligned with EU standards.

Another key area of work is the support of Ukrainian diaspora organisations, including through research, analytical work, and targeted capacity‑building activities.

In addition, CORE‑UA facilitates dialogue between Ukraine, Germany, and other EU Member States on the future of temporary protection, long‑term mobility solutions, and possible pathways for integration or safe and dignified return.

Our impact

CORE‑UA contributes to improved coordination and quality of support for displaced persons from Ukraine in Germany and across Europe. The project helps stakeholders prepare for future scenarios related to temporary protection, whether these involve continued residence, integration, or return.

The project delivers tangible benefits to:

  • displaced Ukrainians, with particular attention to vulnerable groups;
  • Ukrainian diaspora organisations;
  • Ukrainian public institutions working in the fields of migration and consular services.

Ukrainian Consultation Centres

The Ukrainian Consultation Centres represent a key practical component of CORE‑UA. They build on the experience of ICMPD’s earlier project RRR MFA/SMS, launched in 2022 to support the State Migration Service of Ukraine and the Ministry of Foreign Affairs of Ukraine.

Today, three Ukrainian Consultation Centres operate in Germany under CORE‑UA, providing free, verified, and easy‑to‑understand information in the Ukrainian language.

The centres:

  • offer in‑person, online, and telephone consultations;
  • organise information sessions and outreach activities;
  • cooperate closely with Ukrainian consulates, NGOs, diaspora organisations, and local authorities;
  • disseminate verified information through various media channels.
